We invite decision-makers, leaders and partners from state and local administration, services, private sector, science and civil society to participate in the International Resilience Leaders Forum (IRLF) — the first event of this kind, organized as part of the 34th Defense Industry Exhibition MSPO 2026.
From Piaseczno to Kielce — we are building an ecosystem of resilience
On June 5, 2025, the 1st Local Government Forum for Population Protection and Social Resilience took place in Piaseczno — the first event of this type in Poland organized by ICCSS. Over 400 participants representing local governments, government administration, civil protection, rescue services, crisis management, social organizations and experts from all over the country discussed the safety of local communities. The MSPO 2026 forum is a natural continuation of this dialogue in a new formula — together with national and international partners from civil defense and the military sector from Germany, Italy, Jordan, Romania, Taiwan, Ukraine, USA, United Nations, NATO and the European Union.
The Forum will be held on September 10, 2026 (2:00 p.m.–4:00 p.m.) during the 34th MSPO in Kielce, in cooperation with Targi Kielce SA. For the first time in the history of MSPO, civilian and military decision-makers will meet in one space with representatives of the private sector, finance and insurance, science, NGOs and media to answer key questions together: how to build the resilience of the Whole-of-Society in an era of growing threats? How to develop civil-military cooperation (CIMIC); how to create effective public-private partnership and a democratic societal resilience supply chain?

ICCSS — a leader in the development of social resilience
The International Center for Civic and Social Security (ICCSS) brings together experience in the area of civil protection, crisis management, cybersecurity and building resilience in the Whole-of-Society formula. ICCSS initiates and conducts projects combining public administration, local governments, services and the private sector.
The leading ICCSS initiatives include the following projects: Social Resilience Clubs (KOS), the STRAŻNIK risk assessment system, the "Be Ready" mobile application, training programs for Volunteer Fire Departments and local governments, and the Social Resilience Education and Research Network (SERN). IRLF is the next strategic step — transferring these activities to the national and European level.
