About the forum
For the first time in MSPO history, civil protection and civil defence meet at one table — invitation only, for leaders in policy, market development and solution validation.
The International Resilience Leaders Forum (IRLF) is an ICCSS and Targi Kielce initiative responding to the need for a single, credible meeting place for the societal resilience sector.
The forum brings together public decision-makers, solution providers and validating communities — to turn rising budgets and regulation into concrete standards, contracts and international cooperation.
“IRLF @ MSPO 2026 is the moment when the societal resilience market stops being a perspective — and becomes a programme of action.”
Market context
Civil Protection and Civil Defence Act (2025): min. 0.3% of GDP
ReArm Europe / Readiness 2030 + SAFE instrument: EUR 150bn
NATO: non-military civil needs — preparedness, critical infrastructure
Societal resilience is no longer an abstraction — it is a legally defined, budgeted and audited state obligation. That is why IRLF is launched in 2026.
Strategic programme
The forum is not a single day in Kielce — it defines five pillars connecting public policy, the solutions market and validation into a lasting societal resilience programme.
Building resilience requires synergy between the public sector, private sector and civil society — from crisis planning to education and local community preparedness.
Societal resilience is a measurable, budgeted market. The Forum connects decision-makers with solution providers, creating conditions for lasting public-private investment.
The Democratic Supply Chain and open certification ensure transparency, trust and scalability of resilience solutions at the international level.
IRLF aligns national, EU and allied perspectives — so standards, procedures and solutions are comparable, auditable and deployable across borders.
MSPO 2026 is the starting point of continuity — from the first leaders' meeting to ecosystem growth and the path to KIELCE IFRE-EXPO 2027 as the sector's permanent platform.
These goals translate into concrete initiatives — from the Democratic Supply Chain to the meeting programme and MSPO 2026 agenda.
Forum differentiator
The Democratic Supply Chain is an ICCSS model connecting public decision-makers, suppliers, communities and validators in a single auditable system for choosing resilience solutions.
Unlike closed procurement chains, the democratic model ensures standard transparency, societal participation and verifiability at every stage.
The Forum @ MSPO 2026 is the first public premiere of this model in civil protection and civil defence.
