The societal dimension of MSPO — Resilience Leaders Forum: from the village head to the minister

The societal dimension of MSPO — Resilience Leaders Forum: from the village head to the minister

National security is not only equipment and technology, but also prepared municipalities, effective social organisations and aware citizens. The 1st International Resilience Leaders Forum, held during the XXXIV International Defence Industry Exhibition (10 September 2026, DELTA Hall, 14:00–17:30), is a new, societal dimension of MSPO.

Alongside the defence industry, MSPO will be joined by local governments at every level, central administration, non-governmental organisations — including the Polish Red Cross — academia and the companies building the societal resilience market. These are groups that have rarely sat at one table until now — and without which a resilient society cannot be built. They are also the groups that make whole-of-society engagement in building a resilient state and society possible.

The Forum’s broad list of participants is best captured by a phrase from the first webinar of the series: “from the village head to the minister”.

The main aim of the Forum, organised by the International Centre for Civil and Societal Security (ICCSS) in cooperation with Targi Kielce, is to continue the dialogue and to present the programmes that put societal resilience into practice.

The Democratic Societal Resilience Supply Chain

Among the initiatives emerging from the Forum is the development of the Democratic Societal Resilience Supply Chain. It is a registry of trusted suppliers of resilience technologies, equipment and services, connecting companies from democratic states with local governments and public administration. For businesses it means entering a market that is only now taking shape. For municipalities it means certainty that equipment and services meet the requirement of democratic origin: data security, operational independence and consistency with democratic values.

We want companies to see societal resilience not as a cost but as a market — and to build it together with local governments, not alongside them. The Forum is where these two sides finally meet — says Amb. Krzysztof Paturej, Chairman of the Forum.

The road to KIELCE IFRE-EXPO 2027

The Forum launches preparations for the 1st International Forum on Societal Resilience, Civil Protection and Civil Defence, which will be held during KIELCE IFRE-EXPO on 10–12 June 2027.
